REGULAR MEETING

The Esko Board of Education, Independent School District No. 99, Esko, Minnesota, held their regular board meeting on Tuesday, October 23, 2018 at 6:00 p.m. in the board conference room.

Members present: Julian Bertogliat, Jerry Frederick, Mark Nyholm, Todd Rengo, Jeff Salo, Margaret Sunnarborg, and Superintendent Aaron Fischer. Member absent: None.

Call the Meeting to Order

Chairperson Julian Bertogliat called the meeting to order at 6:02 p.m.

Approval of Agenda

Moved by Jeff Salo, second by Mark Nyholm to approve the agenda as amended. Motion carried by unanimous vote.

Approval of Consent Agenda Items

Moved by Jerry Frederick, second by Mark Nyholm to approve the Consent Agenda:

Approve the minutes of the September 25, 2018 regular school board meeting.

Motion carried by unanimous vote.

Perkins Presentation

Brad Veiths and Katie Stolp, Carl Perkins Grant Coordinators, were present to discuss the Perkins funding and the Perkins Consortium. Brad presented an informational sheet on prior year funding and participation information for Esko students.

Approve the Annual Audit for Fiscal Year Ending June 30, 2018

Moved by Jeff Salo, second by Mark Nyholm to approve the annual financial audit for fiscal year ending June 30, 2018 as presented by WIPFLI. Motion carried by unanimous vote.

Approve the Actual Dollar Amount of Previously Committed Funds

Moved by Jeff Salo, second by Jerry Frederick to approve the actual dollar amount of previously committed funds for separation/retirement to be $291,931 at June 30, 2018. Motion carried by unanimous vote.

Approve the Commitment of Funds from the Unassigned Fund Balance

Moved by Jerry Frederick, second by Todd Rengo to approve the commitment of funds from the Unassigned Fund Balance for separation/retirement benefits at June 30, 2019. The actual amount needed will be determined during the yearly fiscal end-of-year accounting process. Motion carried by unanimous vote.

Update Esko Educational Center

The Board was updated regarding the Esko Educational Center project. Because of details regarding the drainage issue and solutions, this item was tabled at this time until the Board receives additional information.

Approve Purchase Agreement for Land Purchase

Moved by Jeff Salo, second by Mark Nyholm to approve a Purchase Agreement for land purchase with Kenneth R. and Joyce Hammarlund for $60,000 upon completion of the contingencies. (Copy of Purchase Agreement on file in the office of the superintendent) Motion carried by unanimous vote.

Approval of 2018/2019 Winter Coaching

Moved by Jeff Salo, second by Mark Nyholm to approve the 2018/2019 Winter Coaching as presented. Motion carried by the following vote: In Favor: Julian Bertogliat, Mark Nyholm, Todd Rengo, Jeff Salo, Margaret Sunnarborg. Abstaining: Jerry Frederick.

Approve the Hire of Dale Riihiluoma

Moved by Todd Rengo, second by Jeff Salo to approve the hire of Dale Riihiluoma as part-time cleaner at the Esko Educational Center effective November 5, 2018 for four hours, two days per week, until the building is fully occupied by Community Education and then for four hours per day, five days per week. Motion carried by unanimous vote.

Approve Erosion Control Specialists, Inc. for Snow Removal for 2018/2019 School Year

Moved by Jeff Salo, second by Mark Nyholm to approve Erosion Control Specialists, Inc. for 2018/2019 snow removal per their proposal. Motion carried by unanimous vote.

Approval of American Indian Parent Advisory Committee Resolution

Moved by Todd Rengo, second by Jerry Frederick to approve a resolution to approve the American Indian Parent Advisory Committee Resolution (Copy of resolution on file in the office of the Superintendent.) Motion carried by unanimous vote.

Administrative Reports

Board Committee Reports:

Mark Nyholm - Land purchase, diesel bus problems, Esko Educational Center meeting.

Margaret Sunnarborg - Esko Educational Foundation - there may be two new scholarships set up.

Jeff Salo - Facilities committee meeting, Esko Sports Alliance - there will be a new scholarship set up, Esko Hall of Fame - four new inductees have been chosen..

Julian Bertogliat - ARCC meeting, facilities meeting.

Todd Rengo - Community Education Advisory Committee meeting.

Principals' Reports:

Elementary - Principal Brian Harker reported that the fifth grade will be going to the Environmental Learning Center again this year, November 14-16, 2018. He is working on the World's Best Workforce Grant. He also reported that next spring there is an opportunity for our fifth grade to go to the Duluth Air Base for a week-long STEM workshop. He is working on the transportation logistics with the District Transportation Director.

High School - Principal Greg Hexum reported that the ACT is now a required test. With 99 percent of Esko High School students taking the test, the Esko students' average score is 23.4.

Superintendent's Report:

Supt. Aaron Fischer reported on:

Enrollment update - Our enrollment is holding steady, PSEO numbers are growing so there are less actual students enrolled on this campus.
